​I'm wondering why scipy, such a solid and widely used package, uses such a low version number.​  If I didn't know better, I'd be reluctant to use a package with a version of 0.16.  Numpy is at 1.6.2, and matplotlib is nearly at 2.0.  Generally packages that are ready for general use are at least 1.0.  It just seems incongruous.

On behalf of the Scipy development team I'm pleased to announce the
availability of Scipy 0.16.0. This release contains some exciting new
features (see release notes below) and more than half a years' worth of
maintenance work. 93 people contributed to this release.

This release requires Python 2.6, 2.7 or 3.2-3.4 and NumPy 1.6.2 or
greater. Sources, binaries and release notes can be found at
https://github.com/scipy/scipy/releases/tag/v0.16.0

Good question. We have at least been thinking about what it means for Scipy to become 1.0: https://github.com/scipy/scipy/compare/master...rgommers:roadmap

Probably we should start connecting that to a date and descoping a few items from that list, so that we'll never reach 0.20.....
